Gambling Commission

In September 2006 MRS responded to the Gambling Commission’s Issues paper on Prize Competitions and Free Prize Draws. These competitions and draws traditionally have fallen outside of gambling legislation and in this Issues Paper the Gambling Commission seeks to differentiate between these draws and lotteries, which are regulated by law. In its response, MRS agreed that provision of data should not be considered as payment to enter.

Department of Constitutional Affairs (DCA)

In September 2006 MRS responded to the DCA’s consultation on increasing penalties for deliberate and wilful misuse of personal data. MRS supported the DCA proposals for increased penalties.

HM Treasury

MRS responded to the HM Treasury’s independence for statistics consultation. In its response MRS raised a wide range of issues including greater involvement for statistics users, the need to protect the funding for the census and clarification on key definitions such as what constitutes ‘national statistics’.

Department of Trade and Industry

In March 2006 MRS responded to the Department of Trade and Industry’s consultation on implementing the EU Directive on Unfair Commercial Practices. In its response MRS requested that selling and fund raising under the guise of market research be included within the scope of prohibited unfair commercial practices.

Ofcom

In response to public concern about silent calls Ofcom consulted on revsions to the Statement of Policy on the persistent misuse of an electronic communications network or service. These included for the first time a limit on the proportion of silent calls and set down procedures to be followed by users of predictive diallers.
